India’s PPP Landscape is Expanding*
India’s PPP market is moving well beyond its traditional concentration in highways and major ports. The latest developments show private participation expanding across urban infrastructure, tourism, MICE facilities, waterways, municipal services and public-asset monetisation.
Key developments include the ₹22,323-crore Vadhvan Port HAM package, the ₹3,144-crore Shamli–Gorakhpur highway HAM, a new yacht-marina PPP at Panaji Port, and PPP initiatives for Noida and Mohali convention infrastructure. Telangana is also building a pipeline of tourism assets for private participation, including floating restaurants, cruise boats and houseboats.
An interesting new trend is the emergence of smaller, innovative PPPs. Rishikesh is linking public-toilet O&M with advertising rights, while international capital is exploring India’s riverine infrastructure, waterfront tourism and inland logistics.
The larger message is clear:Public Assets + Professional PPP Structuring + Multiple Revenue Streams + Private Capital = Better Infrastructure & Sustainable Public Value
India’s next generation of PPPs can increasingly unlock value from waterfronts, tourism properties, convention centres, transport terminals, government land and other underutilised public assets—without necessarily selling them.
