PPP vs PRIVATISATION: IS EVERYTHING REALLY BEING SOLD?

A Public-Private Partnership (PPP) is NOT Privatisation.

The distinction is fundamental.

In a PPP, the government generally retains ownership of public assets while leveraging private-sector investment, expertise and efficiency to develop infrastructure and deliver public services. Risks and responsibilities are contractually allocated.

In Privatisation, ownership or control of a government enterprise or asset is transferred to the private sector.

PPP is about partnership, investment and public service delivery. Privatisation is about transfer of ownership or control.

India needs informed debate on infrastructure development—not confusion between two fundamentally different models.
