Guwahati: The Assam Government in the Budget 2026-27 proposed the establishment of two modern Integrated Academic Complexes under the Public-Private Partnership (PPP) model as part of its vision to expand access to quality education across the state, in order to strengthen the higher education.Finance Minister Jayanta Mallabaruah said the government envisions “One District, One University, One Medical College, One Engineering College” to ensure that every district has access to world-class higher education institutions. A comprehensive roadmap will be prepared to achieve the objective over the next five years.As a key component of this vision, the government proposes to establish two Integrated Academic Complexes, each housing a university, a medical college, an engineering college and an Industrial Training Institute (ITI) within a single campus. The complexes, proposed to be developed preferably through the PPP mode, are expected to create multidisciplinary education hubs that integrate academic learning, professional education and skill development under one roof.The Budget also outlines substantial financial support for newly established universities to strengthen higher education infrastructure. The government has proposed Rs. 100 crore each, to be released in phases, for Sibsagar University, Jagannath Barooah University, Nagaon University, North Lakhimpur University, Kokrajhar University, Bongaigaon University and Gurucharan University.
