Lok Sabha Clarifies Private Sector Participation in the Urban Challenge Fund (UCF)
The Government of India has provided a significant clarification in the Lok Sabha (23 July 2026) on the implementation of the Urban Challenge Fund (UCF).
The reply confirms that private entities can participate in UCF projects, subject to endorsement by the respective State/UT Government. It also enables Urban Local Bodies (ULBs) to appoint Special Purpose Urban Infrastructure Managers (SPUIMs) for integrated project delivery and long-term Operations & Maintenance (O&M).
This clarification reinforces the Government’s commitment to leveraging Public-Private Partnerships (PPPs), innovative financing and private-sector expertise to accelerate urban infrastructure development across India.
