The proposed ₹200-crore elevated road project in Ghaziabad marks another important milestone in the implementation of the Urban Challenge Fund (UCF). Beyond improving urban mobility and reducing congestion, the project is significant because it reflects the UCF’s emphasis on mobilising market finance alongside government support.

The real challenge—and opportunity—will be structuring the 50% market-finance component through innovative financing mechanisms such as municipal borrowing, land value capture, PPPs and other investment models.
