Chief Minister Samrat Choudhary Launches Rs 10,590 Crore Seven-Year Road Maintenance Scheme Across Bihar

Bihar Chief Minister Samrat Choudhary launched the third phase of the state’s Output and Performance Based Road Maintenance Contract (OPRMC), a massive infrastructure initiative covering 13,033 km of roads with an investment of Rs 10,590.53 crore.

The seven-year programme, which will run from 2026 to 2033. The initiative has been organised into 66 separate packages across different road divisions throughout Bihar.

Under OPRMC Phase 3, contractors will be responsible not only for routine repairs but also for periodic strengthening, resurfacing with fresh bituminous layers, drainage improvements and road safety measures.

Bihar’s Road Construction Department has issued tenders with 84-month maintenance periods for various road divisions.

The seven-year maintenance framework includes provisions for addressing potholes, strengthening weak sections and conducting regular cleaning operations. Roads under one km in length have also been included in the new maintenance policy.

The OPRMC programme, first introduced in 2014, has now entered its third iteration following Phase 2 which began in 2019.

Earlier this year, the Bihar Cabinet had approved a separate Rs 15,967 crore maintenance plan for 19,305 km of roads under the Public Works Department, also incorporating artificial intelligence and machine learning-based monitoring systems to improve transparency and real-time oversight.
