UPERC Approves ₹11.21 Crore PSDF Funding for Grid Monitoring Upgrade in UP

The Uttar Pradesh Electricity Regulatory Commission (UPERC) has approved the disbursal of ₹11.22 crore from the Power System Development Fund (PSDF) for the procurement of Remote Terminal Units (RTUs) to strengthen data acquisition, grid monitoring and load management across 132 kV substations operated by Uttar Pradesh Power Transmission Corporation Ltd (UPPTCL).

The approval came in response to a petition filed by Uttar Pradesh State Load Dispatch Centre (UPSLDC) under the UPERC (Power System Development Fund) Regulations, 2023, seeking financial assistance for the deployment of RTUs at Supervisory Control and Data Acquisition (SCADA)-enabled and non-SCADA substations.

Real Time Transmission Data 

According to the petition, the project aims to improve real-time data transmission, grid visibility, protection systems and operational control across UPPTCL’s transmission network. The proposed infrastructure will facilitate seamless integration of substation data into the state’s SCADA platform, enabling better load management and grid operations.

The proposal originated from a meeting chaired by the UPPTCL Chairman and Board members in July 2025, where the need for RTU deployment was identified to strengthen communication and monitoring capabilities across the state’s transmission infrastructure. Initially, procurement of 145 RTUs was proposed at an estimated cost of ₹11.22 crore, including spares.

During the proceedings, UPSLDC informed the Commission that several substations were experiencing data transmission issues due to faults in existing systems. While some faults had been rectified, RTUs were proposed at locations where rectification was not feasible, including both SCADA-enabled and conventional substations.

The Commission observed that the project is aimed at strengthening real-time data acquisition and improving operational efficiency of the state grid. It noted that the identified beneficiaries of the scheme include UPPTCL, Uttar Pradesh Power Corporation Ltd (UPPCL) and UPSLDC.

UPERC further noted that the revised proposal had received the requisite recommendation from the PSDF Monitoring Committee and complied with the procedural requirements under the PSDF Regulations, 2023.

” The project is of critical importance for SCADA integration and strengthening of the State load despatch and grid management framework,” the Commission observed while approving the funding.

Accordingly, UPERC approved the disbursal of ₹11.21 crore, inclusive of GST, from the PSDF account for procurement of 135 RTUs for data transmission from SCADA and non-SCADA based 132 kV substations of UPPTCL.

The regulator directed UPSLDC to implement the project within the approved timeline, submit periodic progress reports and maintain separate accounts for PSDF funds. Any material deviation in project scope, cost or execution timeline will require prior approval from the Commission.
